Provides for the registration of dogs and the control, seizure and destruction of nuisance dogs. Also provides for the management of cats in remote or fragile areas. Establishes the Dog and Cat Management Board and the Dog and Cat Management Fund.

Requires plans of management and conservation to be developed and implemented in National Parks located in the State.
